      That was probably through the fabric rations during WW2... It heavily influenced fashion.

    If not for fabric rationing during WW2, the bikini would have not come into fashion by 1946. Skirts also had to be 17 inches above the floor.

      Considering the length of the train behind her, I doubt rationing was involved.

        Lol but they did go extra short... balancing the amount of fabric permitted for the garment. But I think that is a bathing suit with a wrap
