They have something called the Second Amendment, which allows for guns in the hands of citizens. Any mandate you suggest will be ruled unconstitutional by the Supreme Court of the United States.

Obviously, there's no way of doing it without discrimination based on appearance. Maybe defining intentional disfigurement as a sign of potential mental instability, coupled with a well defined red-flag law, would work. But I doubt Clarence Thomas would go for it.
